Paul Wheeler

Chair Emeritus

In his 40-year career providing leadership to not-for-profit community service agencies, Paul Wheeler was consistently concerned that employees in this sector receive the benefits and training necessary for them to provide the best support to the vulnerable people each agency existed to serve. During his last 15 years as Executive director of Semiahmoo House Society, he collaborated with colleagues and benefits specialists to form and launch CSBT as part of this commitment. In retirement, and while consulting, Paul works with others to ensure CSBT continues to evolve as the best benefits answer for both employers and their employees.

Liz Barnett

Board Chair

Liz began her career in 1978 as a camp counsellor for children with complex disabilities. She has held roles in a variety of organizations providing support to marginalized citizens, their families, and employees. Known by peers, employees and community leaders as a person with integrity and commitment, she was asked to join the CSBT Board in 2009. Liz brought her community building passion and decades of experience as an Executive Director to the area of employee benefits. As a CSBT trustee is proud to be part of a Board that provides inclusive and sustainable benefit plans across Canada.

Sue Talmey

Vice Chair

Sue Talmey has been Director of Finance and Administration at Durham Association for Family Resources and Support in Oshawa, Ontario since 2001. Sue leads a team of accounting and administrative personnel, managing the finances for twenty-one not-for-profit charity organizations. This team is recognized as providing a high level of service to organizations at a not-for-profit rate. They work in partnership with their clients as part of the staff team, embracing the mission, vision and values of each organization.

J.W. (Bill) Fildes

Board Member

Bill has 30 years of senior management experience, 24 of them in the not-for-profit community services sector including domestic violence, children’s mental health and services to persons with developmental and physical disabilities. He has sat on several community Boards in various capacities and has worked with volunteer boards for most of his career. As Executive Director of AiMHi Prince George, Bill oversaw 460 employees as they worked to build a strong community by providing advocacy, support and services to people with special needs and their families. Bill contributed to the success of AiMHi for 18 years.

Darlys Carlson McDonald

Board Member

As the Chief Human Resources Officer for Bethesda, Darlys Carlson McDonald oversaw human resources for over 450 employees who support people with diverse abilities and their families throughout British Columbia with a wide range of services. From home living options, community-based activities, life skills and summer camps to employment services and family support, Bethesda empowers people to thrive. Bethesda is a service provider committed to building communities of belonging, where everyone’s abilities are welcomed and deeply valued. Darlys contributed to the success of Bethesda for 27 years.

Barb Cox-Lloyd

Board Member

Barb Cox-Lloyd retired from Habitat for Humanity in 2019. Prior to joining Habitat, Barb was involved in the establishment of successful organizations and projects in Saskatchewan as a partner, advisor or volunteer for more than 30 years. In her roles in the non-profit sector, private industry and government, Barb has provided organizational development, marketing and human resource assistance to a variety of companies and organizations. As a small business owner, she recognized the value of social entrepreneurship for the development of community. Barb strongly believes that working together; we can grow strong, healthy communities.

Marilyn Lissimore

Board Member

In 1979, Marilyn began working at a sheltered workshop for adults with developmental disabilities in Terrace, BC. She later worked briefly at Tranquille Institution in Kamloops before its closure, then in schools with children with special needs. After attending the University of Alberta, she returned to Terrace and joined Terrace & District Community Services, holding various roles before becoming Executive Director in 2000. In 2009, she joined the CSBT Board and is proud to support a board dedicated to helping community social service agencies provide benefits that align with their values and prioritize employee well-being.

Krista MacNeil

Board Member

Krista MacNeil is a First Nations woman from Mi’kmaki Territory with over 20 years’ experience as a Registered Social Worker. As the Executive Director of Victim Services of Durham Region, Krista leads a team of dedicated crisis counsellors who support victims of crime and sudden tragedy. Her team was awarded the 2022 Attorney General’s Victim Services Team Award of Distinction and a 2022 Community Builders Award for their innovative prevention programming. Krista is an active volunteer in many areas across Durham and an appointee to the Ministry of Children, Community and Social Services Youth Justice Task Force.

Kim Mantulak

Board Member

Kim is a Registered Early Childhood Educator (RECE) and administrator with several years of experience in public education, family supports, and childcare programs prior to joining the OCBCC in 2017. The OCBCC advocates for a universal, affordable, high quality, public and non-profit system of early childhood education and care. Kim’s role includes the financial administration, office coordination, communications, and membership outreach/support for the provincial non-profit organization. Her work is grounded in social justice, diversity, equity, and inclusion. Kim is passionate about creating a high quality, accessible, inclusive, affordable childcare system that includes professional pay and decent working conditions for educators.

Janet Bryan

Board Member

Janet Bryan started her employee benefits career with GroupHEALTH Benefits Solutions in 2005. During that time, she managed the Ontario operations for claims administration, new business development and product creation, while building customized benefit programs for association clients across Canada. She participated as a Trustee for the Third Party Administrations Association of Canada (TPAAC) and the Membership Committee for the Ontario Trucking Association. Janet is a Life Licensed Qualified Professional (LLQP), Advanced Trustee Management Standards (ATMS) certificate recipient and holds a Bachelor of Science degree from the University of Western Ontario.
